The lawyer emailed me back to say that the agency sent him $4000usd back in June 2008 with my dossier. So it turns out that they didn't even send half.
As I have already decided, should the money I end up spending to continue this adoption be equal or more than changing to another country, I am going to do just that.
I have already emailed the lawyer asking him to return my file to me.
